BVF Shining Steps Program
Background
Building on the volunteer experience gained during the 2008 Olympic Games, National Day Holiday and various large-scale events and in order to implement the “Opinions on Enhancing and Improving Volunteer Work” and “Beijing Volunteer Management Measures” (Trial) of the Beijing CPC Committee and Municipal Government, in May 2011 BVF launched the “BVF Shining Steps Program” for the training of volunteer-involving projects. This program was developed on the basis of the “Spring Shoots Training Program” initiated in 2009 under the “Strengthening Volunteerism for Development in China through the 2008 Beijing Olympics” UN-China Cooperation Project, which aimed to draw on the volunteer training and management experience of the Olympic Games to develop new models of volunteer training. Implementation Model
A Project Management Office (PMO) will be set up under the leadership of BVF and BVSGC, and will be responsible for project planning and implementation, integration of expertise, developing trainers and standard lessons, establishing training bases and evaluating effectiveness of the program.

(2)Project management training for grass-root volunteer project leaders
(3)Training for volunteer trainers
(4) Creation of standard volunteer training programs
(5)Establishment of volunteer training bases around Beijing
